What Happens When Technology Moves Faster Than Society

Technology has always changed the way people live.

But something feels different now.

Artificial intelligence can write, generate realistic images and voices, analyse huge amounts of information and increasingly perform tasks that once required people. The technology is advancing quickly, while governments, schools, workplaces and ordinary users are still trying to figure out what the changes actually mean.

That creates a difficult question:

What happens when technology moves faster than society can adapt?

The rules are struggling to keep up

One of the clearest examples is artificial intelligence.

The European Union’s AI Act became applicable on August 2, 2026, although some provisions have different implementation timelines. It represents one of the world’s most significant attempts to create rules around how AI is developed and used.

But regulation is not moving at the same speed everywhere.

The United States, for example, still does not have one comprehensive federal AI law covering the technology. Instead, its approach includes executive actions, policy frameworks and a mixture of federal and state measures.

The result is a strange race.

Technology companies are developing new capabilities.

Governments are trying to decide how those capabilities should be governed.

And society is learning about the consequences while using the technology at the same time.

Work is changing before everyone is ready

The workplace may be where people feel this transition most directly.

OECD data shows that the share of businesses with at least 10 employees using AI across OECD countries increased from just over 5% in 2020 to around 14% in 2024.

That does not mean millions of jobs are automatically disappearing.

In fact, the evidence so far suggests something more complicated: AI is changing what people do at work, which skills employers want and which tasks can be automated.

For young people entering the workforce, that uncertainty matters.

The International Labour Organization reported in August that global youth unemployment reached 12.4% in 2025, affecting about 67 million young people. It also warned that AI could add pressure to already difficult youth employment conditions.

The challenge, therefore, is not simply creating new technology.

It is helping people acquire the skills needed to live and work alongside it.

Then there is the problem of knowing what is real

AI has also changed the information environment.

A convincing fake video used to require considerable technical expertise.

Today, increasingly accessible AI tools can create realistic images, cloned voices and manipulated videos.

The 2026 International AI Safety Report notes the use of AI-generated voice clones and deepfakes in fraud and abuse.

The consequences extend into politics.

Brazil’s electoral authorities recently established new standards for AI-generated deepfakes in political advertising ahead of the country’s October 2026 elections.

That illustrates the problem clearly.

Technology can create something in seconds that institutions may need weeks, months or even years to develop rules for.

Society needs time to catch up

This does not mean technology should stop advancing.

New technology can improve healthcare, education, productivity and communication. It can also create entirely new industries.

The problem is what happens when adoption becomes faster than our ability to understand the consequences.

Who is responsible when an AI system makes a serious mistake?

How should schools teach students to use AI without allowing it to replace learning?

What happens to workers whose tasks become automated?

How can voters distinguish genuine political content from convincing synthetic media?

These are not purely technology questions.

They are social questions.

And they require governments, businesses, educators and citizens to answer them together.

The real race may not be technological

The countries that benefit most from AI may not simply be those with the most powerful models.

They may be the ones that can build strong institutions around them.

The OECD’s AI Principles call for AI that is innovative and trustworthy while respecting human rights and democratic values.

That points to a larger lesson.

Technology can move extremely quickly.

Society cannot — and perhaps should not — move at exactly the same speed.

But it does need to move quickly enough to make sure innovation does not leave ordinary people trying to understand the rules after the game has already changed.
